Hrvatsko-ugarski kralj Bela IV. svojom se znamenitom Zlatnom bulom iz 1242. godine odužio Gradecu za pruženo gostoprimstvo i sklonište pri bijegu pred Tatarima. Njome ga je proglasio slobodnim kraljevskim gradom, no ujedno i obvezao građane da svoj grad opašu zidinama i kulama. Utvrde su građene dvadeset godina i dovršene 1266. Tada je nastala i Kula Lotrščak čija je uloga bila obraniti južni ulaz u grad – nekadašnja mala vrata Dverce koja su srušena 1812.
