桃園市立圖書館規劃在本館兒童玩具館(以下簡稱兒玩館)這個「兒童玩具圖書地球村」基地上，透由玩具遊戲這主題，提供民眾個人知能學習、社會觀摩學習、團體合作學習之場域，除扮演於玩具遊戲領域之專業服務者、產業發展之間接促進者外，並能擔任國內外相關機構之合作者；亦即我們的願景是打造國際級兒童玩具圖書館，就玩具遊戲主題，規劃、舉辦、提供相關服務活動，協助民眾及政府，連結在地、攜手國際、邁向未來。
一、兒童玩具圖書館簡介
民國110年4月4日啟用，坐落於大湳森林公園，館內圖書館藏約15,000冊書籍，遊戲區約600組玩具以及5大類數位互動設施，館藏主題為「玩具」。
二、兒玩館緣由及規劃
桃園市政府為活化大湳森林公園內部營區閒置空間且考量本市兒童對於玩具圖書之需求，責成本館於園區設置「桃園市立圖書館兒童玩具圖書館」。
兒玩館係有7棟各1層樓高之建築物，各棟依功能規畫為：展示互動及玩具修復區 、DIY工坊及積木遊戲區 、親子遊戲區 、數位繪圖區 、STEAM遊戲區 、數位互動及生態工坊區 、圖書閱覽區 以及戶外區。
