鼓山分館於民國67年10月31日成立，成立之初係借用民眾服務分社，由於空間狹小不敷各項服務之推展，乃興建新館於現址，於民國78年9月30日落成啟用，民國92年11月經文建會補助經費改善硬體空間，民國93年3月28日空間改善完成重新開放；又於民國103年申請教育部「103年度公共圖書館閱讀環境與設備升級計畫」改善館內環境及設備，於民國104年5月19日重新開館啟用。改善後空間結合館藏特色-生態保育主題，將空間改造得更具穿透性，大幅引進窗外天光，整體明亮的色調，期待每一位讀者來到重新開館的鼓山分館都能體會借景周邊生態的閱讀環境，感受這個生態綠書房之美。
