馬祖新村座落於桃園縣中壢市龍岡地區，民國93年登錄歷史建築，101年3月獲國防部選定為全台13處眷村文化保存園區之ㄧ， 此外，桃園縣政府為打造馬祖新村眷村文化園區，透過都市計畫程序，以容積調派方式取得土地，並於2010年10月15日通過內政部都市計畫委員會，未來辦理容積移轉作業程序後，縣府即可取得土地所有權，為國防部13處「國軍老舊眷村文化保存園區」中，配合〈國軍老舊眷村文化保存選擇及審核辦法〉辦理都市計畫變更並獲得通過的首例。 馬祖新村除了是桃園縣眷村文化保存園區，也同時形塑為桃園縣文化創意產業育成的基地，透過「類博物館」之理念及構想，讓本區同時具有公開性與公眾性，並有研發、教育、展演、休憩等功能。
