When Minnesota became a state in 1858, the land across the river from downtown belonged to the township of West St. Paul. Not much later, the city of Saint Paul wanted the land directly across the river for themselves after they built a bridge to create easier access crossing the Mississippi river from Downtown Saint Paul.
